This is an Excepted Service Appointment. Initial appointments to the Peace Corps normally are for 30 months, but may be extended up to 5 years. Employees are paid on the Foreign Service pay scale and receive the same benefits as other Federal employees.

A background security investigation will be required for all hires. Appointment will be subject to the applican'ts successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

DUTIES:(The duties described reflect the full performance level of this position)

Assists the Country Director in the administration of the Peace Corps program. Provides oversight, supervision, and support to Peace Corps staff and Volunteers in the development, management, and evaluation of projects and training programs. Project development includes study of the problem(s) to be solved, formulation of goals and objectives, site visits and evaluation of all aspects of the Volunteer assignment, as well as assuring the availability of support resources. S/he is responsible for (1) the maintenance of quality programming and training consistent with the goals of both the host country government and Peace Corps policies and priorities; (2) providing management support and oversight to program and training staff; (3) evaluating the overall effectiveness of the organization in programming and training; and (4) developing the strategies and action plans to meet training, programming, and volunteer support needs. The PTO may be designated Acting Country Director in the absence of the Country Director.





SCREEN OUT ELEMENT(S):

Substantial supervisory experience that demonstrates skill in managing, motivating and staff development in a cross-cultural environment (overseas preferred).

Demonstrated skill in designing, managing or evaluating community-based projects conducted jointly with host organizations in an overseas environment.

Significant experience in designing and conducting adult training programs.

Significant experience working with community-based development projects in at least one of the following sectors: organizational capacity building, TEFL, economic development, environmental management/education, health education, agrobusiness

KNOWLEDGE, SKILLS, AND ABILITIES:(The KSAs below may not apply at all grades)

Experience as a volunteer and/or work with volunteer organizations (Peace Corps experience preferred).

Demonstrated skill in integrating safety considerations in overseas programming and training activities.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Grade 4: Qualifying experience for the GS-12 level includes one year of specialized experience at least equivalent to the GS-11 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples are identifying and analyzing policy, regulations, and/or standards covering portions of an organization's programs, activities, or functions; or analyzing fluctuating conditions and unusual factors and providing recommendations to resolve unusual or uncommon administrative issues.

Grade 3: Qualifying experience for the FP-03 level includes one year of specialized experience at least equivalent to the FP-04 or GS-11 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples are reviewing information and reconciling conflicting data; devising new or modified methods of analyzing findings; or developing new initiatives in one or more program areas.

DIRECT DEPOSIT: All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choosing.
