NOTES:

This is an Excepted Service Appointment. Initial appointments to the Peace Corps normally are for 30 months, but may be extended up to 5 years. Employees are paid on the Foreign Service pay scale and receive the same benefits as other Federal employees.

DUTIES:

This position is located in the Office of Volunteer Recruitment and Selection (VRS), Operations/Placement. The incumbent serves as Team Leader responsible for overseeing a Regional Placement team. The team includes all sectors including health, education, environment, community services, business and agriculture for the particular region. The incumbent plans, directs and coordinates ongoing functions carried out by the team including the screening and qualifying of Peace Corps applicants, tracking and monitoring of training class fill against established time frames and deadlines, and assuring effective and accurate communications with applicants, regarding their status. The incumbent assures that Peace Corps suitability and skill criteria are applied consistently and fairly. Incumbent works with overseas posts to negotiate trainee requests, which are consistent with the composition of the applicant pool, as well as the needs of host country programs.

Performs work related to developing and maintaining relationships with stakeholders in various levels of the agency to communicate and disseminate information about program mission and activities.

The incumbent functions as a Volunteer Assessment and Placement Specialist responsible for a modified caseload. Additional responsibilities include identifying, developing, and implementing improvements in the Volunteer Delivery System (VDS).

Performs the administrative and human resource management functions relative to the staff supervised. Plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members; provides feedback and periodically evaluates employee performance. Provides advice, counsel, and/or instruction to staff members. Effects disciplinary measures as appropriate to the authority delegated in this area. Carries out Equal Employment Opportunity (EEO) policies and program activities.

SCREEN OUT ELEMENT(S):

Demonstrated skill in volunteer placement to include evaluation of skills, suitability and legal qualifications and matching applicants to specific project assignments.

KNOWLEDGE, SKILLS, AND ABILITIES:

Skill in working within the VDS or equivalent system which includes the coordination of requests from overseas projects, and monitoring and analyzing nationwide applicant pools.

Skill serving as a liaison between various components of a multi-unit team demonstrating effective interpersonal communication and negotiation skills.

Skill in working in a multi-user database and networked computer environment.

Experience in the Peace Corps Volunteer Delivery System with demonstrated coordination between at least three of the following functional areas: programming, training, recruitment, assessment, medical services and placement.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Qualifying experience for the FP-03 level includes one year of specialized experience at least equivalent to the FP-04 or GS-11 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples are reviewing information and reconciling conflicting data; devising new or modified methods of analyzing findings; or developing new initiatives in one or more program areas.

DIRECT DEPOSIT: All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choosing.
