NOTES:

This is an Excepted Service Appointment. Initial appointments to the Peace Corps normally are for 30 months, but may be extended up to 5 years. Employees are paid on the Foreign Service pay scale and receive the same benefits as other Federal employees.

A background security investigation will be required. This appointment is subject to successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

DUTIES:(The duties described reflect the full performance level of this position)

This position is located in a Regional Office under the jurisdiction of the Office of Volunteer Recruitment and Selection, Peace Corps. The incumbent serves as a Volunteer Recruiter under the general supervision of the Regional Manager. The purpose of the position is to recruit qualified applicants and screen those candidates for volunteer service in the Peace Corps and the United Nations Volunteer program, and to build awareness of all Peace Corps programs. The incumbent recruits and screens promising candidates for volunteer service in the Peace Corps and builds awareness of all Peace Corps programs. Plans recruitment campaigns and contributes to strategic planning for the office. Contacts community, professional and academic resource people for public speaking engagements and audio-visual presentations. Informs students, organizations, and community leadership groups about current Peace Corps opportunities. Responsible for guiding applicants in the process of qualifying and for helping set expectations for selection and service. Utilizes Internet technologies to promote awareness of volunteer opportunities and to communicate with applicants and the general public. This position requires travel 75% of the time.

KNOWLEDGE, SKILLS, AND ABILITIES:(The KSAs below may not apply at all grades)

Interpersonal skills necessary to develop professional relationships with academic officials, the media, and community representatives.

Ability to communicate in an articulate and persuasive manner as required for public speaking, media engagements, and personal interviews.

Demonstrated experience in recruiting, sales, or marketing.

Demonstrated knowledge of computers and the Internet to manage administrative functions related to a recruitment organization.

ADDITIONAL REQUIREMENTS:

Two years of experience as a Peace Corps Volunteer or two years of experience equivalent to Peace Corps Volunteer experience that has equipped the applicant with knowledge of intensive volunteer service in a multi-cultural environment.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Grade 7: Qualifying experience for the FP-07 level includes one year of specialized experience at least equivalent to FP-09 or GS-5 which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples are reviewing regulations and policies and applying them to limited and routine administrative work assignments; or assisting in analyzing and recommending solutions to work process problems or issues.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE

The experience requirement may be met by successful completion of one full academic year of graduate level education or law school OR successfully meeting the requirements of the Superior Academic Achievement provisions.

COMBINATION OF EDUCATION AND EXPERIENCE

Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.

Grade 5: Qualifying experience for the FP-05 level includes one year of specialized experience at least equivalent to the FP-07 or GS-7 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples are researching and analyzing established administrative issues; acting as liaison with individuals and groups both inside and outside an organization regarding administrative and/or organizational matters; and preparing a variety of written documents, such as staff papers, status reports, or policy recommendations.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirement for the FP-05 level may be met by two (2) full academic years of graduate level education or completion of all requirements for a master's or equivalent graduate degree, or completion of all requirements for an LL.B or J.D. degree.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.
